I believe they are deciding which region based on player response in the applications. They ask which region you get better ping to. I think they're still open.

Updates! After consideration based on applications and so far accepted participants, the Games will be played on the US servers. The final team will be selected tonight, applications close at 8PM EST (1AM BST/5PM EST) so if you haven't applied yet, now is your chance.

Let me take this opportunity to also say that there have been so many outstanding applicants. From the Community Team alone there have been upwards of 20 incredibly qualified people that I've wanted to accept, but since there are only 12 slots there have been some hard decisions to make. Don't be discouraged if you don't make it this games, because there's always next time :]
