Some irresponsible moderators already abuse their commands to follow people around.

In that case, you should try to gather evidence of the moderator that is abusing their power and then report them to a Senior Moderator either through Teamspeak or via a private message.

In regards to the actual topic, I don't think this is a very good idea. As several people have already stated, it could easily be abused, as well as the fact that people would report players just for the rank, possibly leading to false reports.

Jr.Mods are less helpful than beneficial. They wouldn't be able to do much and still have to rely on regular mods to help them. The time spent on hiring them could be used to hire regular mods who have all the commands needed to moderate. Along with that, maturity can be a huge issue as well as abuse.

While I understand you aren't exactly suggesting JR mods, the downsides of your suggestion are mostly the same as the downsides to that idea. The rank would have very little power and would still have to rely on regular mods, and the records command could be easily abused.
