You can download those mods as long as you do not use them within the Games (make sure they are disabled) as if they were used within the Games they would give you an unfair advantage.

They should be fine as long as the mods don't add any minimaps/radars etc. Even if the mod added an item that could let you see through walls, you could not use that item on the servers because the mod is not on the server. If you are unsure about a mod ask a staff member before using it.
