Spectator changing

Hi guys,
Id like to edit what the spectators get when they spectate but im not sure how. At the moment they get seeds which is pretty pointless because I want them to be able to help there friends or other players by giving them a sword for example. How can I do this? Ive looked through the config files but ive found nothing.
