That's strange.. That usually represents your internet not working however since you're on the forums it appears as if you're problem is a little different. Try restarting skype and seeing if it fixes?

If you are on a laptop you might want to try uninstalling your wireless adapter and reinstalling it. I would look up on YouTube how to do it because it is a bit hard to explain.

If you are on a desktop I would suggest uninstalling Skype and possibly restarting your router/PC.
Hope I helped!

Try rebooting your computer, or disconnect your router.

I'm just going to give you steps on how to do it via screenshots.
1. Click your start button and type in "device manager" (if on Windows 8 without start button, click Windows key + r and type "devmgmt.msc").
2. Click "Device Manager" and wait for it to open.

3. Go to the "Network Adapters" option and open the arrow. (Bottom of my screenshot)

4. Find you Wi-Fi adapter. (Mine is the 4th one down)

5. Right click on your adapter and choose uninstall.

6. After you uninstall it, go to the Actions at the top and choose "Scan for hardware changes".
(I can't show the drop box because it closes when I try to screenshot)

After that it should reinstall it and then you just need to reconnect to your internet once you are done.

Let me know if that works. Good luck.

Are you using the correct connection options?

Tools>Options>Advanced>Connection> [Make sure you have selected what applies for you.] Try fiddling with your connection settings.

By the way, I'm not entirely sure if you've resolved your issue or not.
