Does anyone know how I can send my friend a mac resource pack to windows and have it work?

Turn the Folder into a Zip file, then it can be sent via Skype or something, or upload it to somewhere like Mediafire , and upload the folder there and send him the link to the download. Hope this will help you , so question answered :)
