Page scrolls up to the top on mobile when its done loading

Lately I've been getting really annoyed about this. I'm on my ipod 4g and I scroll down and try to click on something before the page has fully loaded. However, when it does load, it automatically scrolls up to the top of the page. I end up clicking the wrong thing and it makes me mad. Is it just like this for me?

Same thing happens on my computer, I try click something and then the page flicks up while loading, just be patient and wait for it to load.
