Non-Working Bounty (at least on CA_

When attempting to bounty someone with the amount of points you have, it says you don't have enough points. However, when you type anything in SPEC chat, it clearly shows you have that many points. Upon /stats'ing, it shows you have 0 points. Upon re-log, the server recognizes that you have 0 points, however the bounty was never placed.
