Monsters going after spectators

I've been noticing this a lot lately, and it seems to happen on all servers during the game. If a mob should attack and kill another mob (normally because a skeleton agroed them) they can then target the nearest player, regardless of it being a tribute or spectator. This is noticeable for the tributes because the mob no longer attacks them, and the head looks up at the sky.
