Minecraft Forge 1.4.6

Well over these past couple of months I've been trying to install Minecraft Forge for 1.4.6and every time after It tries to validate It just get's stuck and I've delete META-INF and had a clean version of minecraft and still nothing.
Can anyone help me at all?I download Minecraft Forge 1.4.6 at http://www.9minecraft.net/api-minecraft-forge/
Is that legal site?

It would be better to download it from their website: http://www.minecraftforge.net/forum/
Go into releases and then click the thread Forge 6.4.1 Minecraft 1.4.5 and then download the Universal version. Delete Meta-INF, drag and drop the classes in .minecraft/bin/minecraft.jar
