Hey there!
There is actually already a reporting feature for rule breakers in-game implemented in the forums named Report Abuse. To navigate to the Report Abuse section, you can either use the link: http://report.mcgamer.info , or from the home page, click the "forums" tab and scroll down, and the report abuse section can be found under Information & Support.
