I've seen and heard multiple opinions on this but I still don't know the anwer. Can or can you not take items out of an item frame?

You can take items out of item frames in game. But, it is illegal! It is counted as a block glitch. If caught doing it you will be punished I think.

You cannot, as it is a form of entity glitching (a.k.a. Block Glitching)

As Lively said, you can not. This is because the items that are there were not supposed to be broken in the first place, but an update made it possible to break them. Acquiring the items in the item frames can be considered entity glitching, and the items which they contain can also be considered "OP items", which is why they are not allowed to be broken. If you brake an item frame by accident, that is understandable, just make sure to not use the items to your advantage, and don't let anyone else have them.
