Is the media section down or Is it just me

I have been trying to figure out how to get this to work I've tried through multiple browsers and still nothing im not sure why it its saying this when I try to submit media but it just isn't working :/

It comes up with this error message "There is a per-IP or per-Referer restriction configured on your API key and the request does not match these restrictions. Please use the Google Developers Console to update your API key configuration if request from this IP or referer should be allowed.: ipRefererBlocked"

When ever i try to post this link "https: //youtu.be/IVrxMQ2FYL4" and yes i've tried taking out the https:// and there is no space either between the : and the / still nothing so I dont know any thoughts or fixes to this problem?

This issue happened a few days ago to other forumers and it looks like the media section will go down sometimes for some people, sorry for the inconvenience!
