It just extends your field of view. And no, i believe it is not against the rules to change it. It is like saying "Is it against the rules to change my brightness from mood to bright?".
Altering the setting to make your FOV higher than quakepro it is against the rules. Because it can give an "unfair" advantage. It is like editing the gamma on the Minecraft settings to get your screen brighter.

your gamma can not be higher then bright, if you edit it in the config it is bannable, i'd suggest wait for a staff member to answer

I was not even aware you could do that. I am going to say right now that it should not be allowed, because like Fox said, it is just like altering your gamma. I would suggest contacting a Sr. Staff member to be 100% sure, but for now, I would say no. Going to lock the thread now; but another staff member can reply if they have anything to say on the matter.
