The reason being that it's simply too easy to create. With block-glitching, for example, it's a conscious action that players make to block glitch.
However, with invisible fire, it can often be created simply by accident. A random player could be running across corn, away from a team of two, and then place a 180-turn-around flint and steel, on a block of glowstone or glass. It might create an invisible fire, but odds are it would be by accident.
However, if you do the shift-right click glitch on chests etc. to create extra fire, then that is kickable, I believe. (If you don't know what that is, good. Don't try it.)
