Definitely a City.

Imagine people racing up stairs trying to reach the loot at the top of a skyscraper. Running blindly through the twisting hallways of an Office block to escape pursuers. It would be amazing to see a fully functional city, maybe even with flickering streetlights to make it all the more eerie.
