How to create a MCSG map?

I'm a little confused. I have a great idea for a map. how do I create it? Any tips? How do I submit it. Thanks

You build it on SP or on a server. Then make a post explaining it, likely with screenshots, and maybe with a download link in the maps and downloads section.
