How to correctly use the "Ban Disputes" forum

I was banned and was going to fill out a ban dispute, but I kind of puzzled by the forum. There is the title "Ban Dispute: if you broke the rules, complain here" that has 3 sub-forums below it. I don't have permission to post on "Closed Ban Disputes" and right below it I have the option "Post new thread". Below that is another sub-forum, where I can post a Ban Dispute but I'm not sure if that is the correct place to do so, or is it in "Closed Ban Disputes"?

Ah, sorry for not naming the thread "How to correctly use the "Ban Disputes" forum?" instead.
