How do I make my own server like these?

I already have my own Survival Games server but I still want to implement functions such as Deathmatch and Auto-Server restart. How do I implement Deathmatch and Auto-Restart? Are they plug-ins? I can't seem to find any info on this so can someone help me?

MCSG has their own skilled Java developers, they made a plugin by their selves and it isn't in public, it's exclusive MCSG only.

Unless you code a copy of the plugin yourself, you can never have it the same as MCSG.
