How do I create a clan?

Hi,
my IGN is milonco and I am keen on creating a clan although I am not sure exactly how to make one. I've heard that you need to get a name, a logo etc. but how do I 'create' it. Is their an in game command? Do I need to donate? Or can I just create one simply on the forums?

I just need someone to simply explain to me what I need to do to make an official clan. I will be very thankful to whomever can fulfil my request.
