What does it really mean? And Who made it up and who made it so Popular

Since my brother is a Huge BajanCandian Fan (shame right) Bajan said it in one of his videos to someone and the guy didn't kill him.

Might have been a Bajan fan that was running from him and said "no plz i fan", and from that a lot of different versions were originated.
