I know you can't currently change your avatar on the forums without using Gravatar, but I was wondering when is this bug going to be fixed? I have tried using the Gravatar guide on the forums and I still can't change my avatar.

The devs are working to fix this, please bear with us :). For now, you will have to use the Gravatar way.
