To elaborate, you could probably stand to get just the i5-4690. The k version is for over clocking. That'd knock a few bucks off. As for graphics card, I'd suggest the GeForce gtx 750 ti. It's a great price and can pack quite a punch for its size.

Also, I built a 700 dollar (USD) Pc, hella better than this one.

I would suggest you get cheapest, but still reputable RAM (8 GB is fine for now), and get a 750ti. It is perfect for the price, and will get you amazing fps in csgo.

And if you don't have the $$$ for the 750ti and the i5, I would just get 4gb of ram for now, as it is easy to add later.

No. If he's playing games like BF4, 8 gigs is a necessity. I wouldn't get those 20 dollar fans with the parts that he should get. He's not getting 760's that need those fans.
