It could be that you have to plug your screen VGA cable into the motherboard instead of the graphics card. When I built my pc, I had the same problem, just replugged the screen cable and then I could see and install windows. After installing windows, install your graphics driver, then plugin the VGA cable back into the graphics card. It should work normally afterwards.

Try plugging it in to your television, then booting it up. After that, plug it in to your monitor. It worked for me.

Plus it should still boot without ram?
Edit: Mine doesn't just checked
Some computers, like Intel Nuc, won't even switch on unless it has the right RAM. But this rarely happens, normally it should startup with or without RAM and tell you if there is a faulty RAM stick.
