Consistent Resource Overload/Failure Needs to Be Solved

I love the server don't get me wrong, but at least once a day a non-stop force of resource overload/failure plagues the server until Anster rids it of its evil. Is there a reason why this happens because it would be great if a solution could solve the daunting error of MCSG survival.

What happens:
A few moments everyone is frozen in time then a few moments people can do stuff but then the pattern repeats indefinitely until handled. I think personally it is a plugin failing because I doubt it is a hardware issue and if I could point which plugin it is it seems to be the auto-restart plugin since I don't think we have gotten an automatic restart unless staff issue one.

Hope you guys can fix it! We love survival and appreciate the work you have put into the server!

This could be because of a lack of RAM (Doubtful), or of course an inconsistency in a plugin.
