Chest de-grade?

My tier 2 chests i open keeps containing tier 1 items, What's up?

<Removed> There's 2 types of chests, tier 1 and 2. 2 is equal to the corn chests. 1 are chests that contain leather armor and stone sword at the best. Both contain ingots.

No not bad luck, c4 said they degraded some chests, removed some dispensers and changed the items in it and made the casino on map 1 a pain in te ass.

I noticed some of the lv 2 chests on map 1 are tier 1 now, but I found a good tier 1 chest thats tier 2 now
