Changing Fog SMP Glitch.

I have noticed whenever I am changing my fog (using F3+F) I could see some people for a few seconds as the world renders. Would this count as x-ray?

No, since its going to be hard to justify where they actually is.
Although, if you think of it as x-ray, you shouldn't do it anymore.

I don't think it is cheating. I mean if you can see somebody changing the distance from far to short. There is a good chance they will be long gone by the time you reach the area they were.
