Can't Transfer Premium Upgrades Anymore?

I just want to know if MCSG removed the option to transfer upgrades to other accounts such as alts or friends. I have a friend that might've transferred his diamond to me because he got an alt and is no longer that big of an MCSG player. He said he would but they removed the option. Why?
