You can play in US or CA, those would probably be closest to you. It's not that you're unable to play, you may just have a bit more connection lag than other people though.

I'm pretty sure you can play even in Mexico. Try playing a server. If no server works, then that's unfortunate.

It's because someone else is logged onto your account, and you've either been hacked or a friend is using it or something.

You can try changing your password. If that doesn't help, try just reinstalling Minecraft or something like that.

If the problem continues, just contact Mojang. I would say the problem is pretty common since it sounds familiar.

Although, I did hear that Minecraft servers were having problems...so that can also be the cause. Just wait it out.
