Armor Ratios Help

I know that each "shield" of armor is 8% damage reduction, but is that a random thing, like if you have 4 shields, there is a 32% chance of damage being reduced, or is that a constant factor, like 32% of all damage taken will be reduced?

Help would be much appreciated.
