Are Alt accounts allowed?

The Title is self-explanatory, but I have a few other things to add.

What are the circumstances that alts are and aren't allowed?
Are they only for YouTubers so they may avoid being targeted/bothered?
or are they too abusive, say someone has 5-10 alts (yes I have seen this).

What are the conditions? cause so far I haven't heard anything about alt accounts.

As long as you aren't a banned player bypassing a ban on a alt, than you're completely fine playing on another account that isn't your main
