Animated Resource pack IOS app?

Well, I was just wondering if there was an IOS app someone could link me to, or if there was a way to make animated texture packs with my phone. Are there any apps like gimp/photoshop that I could use to make it? I know there are texture pack creators, but I don't think any of them include animated texture creating. Please answer ;3

I checked and there isn't unfortunately... All I could find was Skin Maker apps

I think there should be an app like gimp or photoshop. I just need to find one. It would be good to have on my 55 minute bus ride. .-.
