Considering they have the option for downloading (and I believe some maps are community maps anyhow), I would say yes. Perhaps get another opinion too though.

You have to ask the creators of the map for permission before you can use it, unless it clearly states on the map's thread that you are free to use the map anywhere. Giving credit to the creators is almost always required, and is never a bad idea even if it isn't required.
