It is in the rules:

Anything outside of a vanilla client that provides an unfair advantage (x-ray, minimap, radar's, force fields, speedhacking, ect.) is considered a modded or hacked client!
If you use mods to increase your FPS or textures like the watermod, it's OK! We just don't like the ones where you modify your character's performance.

Optifine is a mod directly related to graphics and performance. It does not provide you with an unfair advantage, as detailed in the rules.

As Chad mentioned that a list of 'Banned' mods will be posted shortly which means if there is not a mod on the list then you consult with one of the mods to see if it is allowed or not.

it would be easier for hackers if to find clients if you have a list of all the "banned" mods, but i understand why you dont want a list of all the allowed mods
