If this is on the new gamemode then i think he was just stuck in a disaster, you would've been able to get to him after the distaster ended

I've seen the same thing myself. I couldn't figure out how they got there or how I could get there to kill them. Just ignore them, and continue to play.

Erm.... This is a new plugin or rather "forcefield" added by MCSG in the Catching Fire or Quarter Quell arena to make it more interesting and fun. It's so that you cannot leave the disaster area so no, It is not a glitch. Rather just to opt the gameplay.

No. I was roaming near the glass when I saw this guy just chillin out side of it. It was obviously not a disaster hence it says can't leave the arena in the chat.
