New transfer premium account policies

Starting this week, you can only transfer your upgraded account over if you have a new MC account. We are having people abuse our old policies loophole by passing around lifetime accounts to friends or teammates. With this new policy, any new accounts will need to be owned by you (confirmed by checking your IP) and a small administration fee will be required to complete the process.
