I never understand the "You have to be x years of age" bits in clans.

basically, the clans want to be able to communicate as easily and as quickly as possible, we haven't quite mastered telepathy yet, so voice chat is what we use, I dont want to talk to someone with a voice that is so high pitched that I get cancer of the ear (yes I do realise that isn't possible, it's a hyperbole, Look it up.) And people that are 9 are going to have a higher pitched voice than 14 year olds, understand?
