No, that would be requirements. That is allowed. The point of MCSG is to compete against other players. This will allow more challenging games due to being limited to playing with other long term players.

yea as you can read it in the title... what do you think of 5 new servers which are having a condition!
The condition would be that u must have at least for example 300 wins to join
Then there wouldnt be baccas,noobs,and hardly hackers
just a suggestion

It could be 1 win and it would already take out 90% of the players...

Well I think 300 is a little too steep, there are plenty of players who aren't noobs with less then 300 wins (mwah). Heck, I made I freaking tutorial video on pvp tactics, and I don't have 300 wins. Although I'm sure if I had not taken a break from December to April, I probably would be at 600 wins right now...
