Ok, just finished the justice building and i have started on the house's. since we do not know how district 13 is planned out i am just putting down house's off a gravel path, i will make a town square with a fountain and that, then i will use the command '/cannon' and make it look like it has been bombed and blown up. I still need to think of an idea of how to get into the underground tunnels. I was thinking through the justice building maybe?
