Every chest in the game has a 15% chance per slot to have something in it. Yes, sometimes, it will be completely or near empty, but there's also times that it will be near full.
The new chest system is designed to either give you more or give you less - if you get more, then you have more to fight with. If you get less, then you should head onto another chest. This definitely can be fine tuned a little more, and we're working on getting everything the way people are used to / what it should be...especially with the sponsor system (being fine tuned as well).
