Every staff member needs evidence before filing any ban. If evidence wasn't required, bans could be made blindly.
If someone were to file a ban dispute, the Sr. Staff would have nothing to base further judgement off of. Unbanning someone would have to happen nearly ever time someone filed a ban dispute if the staff had no video, or screenshot evidence to base their decision off of.
The staff can kick a player from a game if they have recorded sufficient evidence of them hacking, but often times, they may not be sure right away, so they can simply record as much as they need, and review the evidence afterward.
Keep in mind the staff also have the ability to follow a player into further games, so if sufficient evidence is not acquired before the player dies, they can look into it further in future games.
Banning without evidence would cause for many issues, and even though not banning immediately if sufficient evidence is not acquired may result in the hacker winning a game, it's only a game, and the player will be taken care of immediately afterwards, according the the acquire evidence
