General questions about map making

Hey Community,
since the PMC started a few days ago I just wanted to ask you guys some questions.

first of all i want to know which minecraft version is required. Is a map based on a snapshots later than 1.51 allowed?

so here comes my second question:
Is it allowed to use bukkit plugins like biomedit to change biomes or a midi to noteblock converter?

and the last thing I'd like to know is if command blocks are enabled?!

And that is: Yes, it also stays in furnaces
