I know they occur on tier 2, not sure on tier 1. The problem is you can't tell what tier a chest is, unless it has for example, a diamond or iron armour in it.

A tier 1 and tier 2 chest have iron, and you can tell tier 2 chests from 1, tier 1 is usually full of leather armor and swords and arrows, tier 2 never have that stuff, they have mostly cooked food compasses, clocks, diamonds and iron armor so when you look into a chest it looks very different, tier 2 is stuff in corn
