So, I'm making my own resource pack and I can't figure out how to add a custom sky from a different resource pack to mine. One more thing, Is mcpatcher necessary to add a custom sky?

This is true. You dont NEED MCPatcher for custom skies.

Step 1. Open up the texture pack that has the sky you want.
Step 2. Go to assets>minecraft>environment
Step 3. Copy the sky0 folder.
Step 4. Paste it into your texture pack, replacing the one you currently had.

---------------------------

You may need to do this as well:

Step 5. If the texture pack you're copying the sky from has an MCPatcher folder, copy that as well.
Step 6. Paste that in the minecraft folder of your texture pack.

The texture pack didn't have a sky0 :/ I think all the sky files are located in the mcpatcher folder which the texturepack has. DQ

Hmm. Strange, for example, heres what my texture pack looks like:

I guess an alternative would be to copy and paste the MCPatcher folder to your new texture pack, and hope it works.
